Hi, I had the very same problem today after reloading xp on my sisters computer. I'm in the UK also.
You need to go to control panel/regional and language options/languages/details.
You might well find that there are 2 keyboards in that part, the US one set to be the default. If you delete the US keyboard layout, as I did, and then restart the computer, it should be ok, and your @ will be an @ again.
This should work.
