I had the same problem and it was associated with either Norton
AV or Utilities. Some glitch in the program would always make
this screen pop up.

I would delete or uninstall it and sure enough, it would after
time come back.

At this point in time, I can't remember what procedure we used to
correct it. However, I remember calling Tech support at Symantec
and they walked me through it. One of the things we did was
uninstall, reinstall and rename a file.......
