  The P2B, like many modern boards, includes a monitoring chip which
predominately measures temperature and fan rpm.  Presumably this is reporting
an apparently stopped (burnt out or bearing seized, or perhaps power lost)
CPU fan, and is acting to prevent heat damage to expensive system components.

  Haven't actually *seen* the message before, though -- there is no CPU for
this board that you should be trying to run without a fan!  Maybe the board
expects the CPU fan to be plugged into a different place on the board; dual-
CPU P2Bs probide three fan power connections, so a single-CPU board probably
offers at least two.
