Not to endorse any particular product, but Partition magic will do all that
and MUCH more and save you a lot of aggravation. I am unfamiliar with other
products, but maybe someone else has a suggestion.

runs fdisk (using fat 16), formats the drive and then installs all
the programs. This is unacceptable since only 2/5ths of the drive
is being used.
