Strange things in DOS would not indicate a bad controller.  You said this
began with a cola spill.  This should not effect anything other than the
keyboard.  If the pc boots, then it is not likely to be the bios.  Corrupt
bios code should be detected in the power on self test (POST).  This is
especially true if some keys work and others don't.

I would inspect the port and cable ends for damage, and try different
keyboard from the two you have tried already.  Try to test only in DOS.
Windows adds language support and character set mapping which adds layers to
the inner workings of the keyboard interface.

Hello!  It is very improbable unless the floppy was infected.  Is the
heyboard doing strange things in DOS too when you boot from the downloaded
floppy?  If so, the keyboard controller is bad.  It also could be a
corruption in the BIOS program on the motherboard (I have seen this once
before),
