It is just a copy of motified "My Computer" added to task bar. Drag it to
desktop.

Some items belonged to control panel have been moved to that motified tool bar,
you can move 'em back. (open control panel, and drag that toolbar to desktop,
keep both of 'em in separate space, move items over .. )
