Have you considered getting a Trios drive selector?  This is a gadget the
size of a CD drive, that controls which drive will boot.  It can handle up
to three drives.  With the PC off, you push the button of the drive you wish
to boot from, then power-up.

I'm running 98 on one, ME and XP on another and 95 and 2K on the third
drive.

It's very simple to install and set up.
