Try this setting:
Open the Browser. (Not the e-mail program.)

Click on Tools, Internet Options, Advanced.

Scroll (if necessary) to the Browsing Section.
UN-select "Reuse windows for launching shortcuts".

Another (per instance) way might be to right click on
the links you are trying to go to and select:
"Open in New Window"  (Note: Does not always work
with some kinds of links...)
