Several things enter into this.
I Set to boot from "C" first (and only if I can) to prevent
anything on the floppy (like a virus) from getting into
my computer.  This was a common way to get a virus
in the old days...

I do not set to boot from a CD since that will often
waste time with some utility type CDs since they more
or less require you to remove the CD and re-boot.

In any event, anyone that would or (should be?) fixing
the computer "should" have some basic knowledge
including how to get into system setup so they can
change the boot order at will...

So it really just boils down to a minor amount of safety,
and personal preference...
