The following question can be answered in several ways depending
on if you are "mastering" a CD (cdfs) or using Packet Writing (udf)
software. (Which seems to be limited to fixed length packets on a
CD-RW.)   I limited (snipped) my answer to be correct in either case.

Somewhere around a thousand times. You have to be carefull about wearing
out the first section of the disk though. It gets written to the most with most programs.
Since you are actually melting chemicals in the CD-RW disk, the quality of the disk
will limit the actual life. (YMMV)
