Installed a Paperport 3100 scanner have used it before but now when I try to use it I recieve a error message as follows

error starting program
the SHELL32.DLL file is linked to missing export SHLWAPI.DLL:SHRGetUSValueA.

does anyone have any idea on how to fix this error. I am running win98 and using IE/5 .This scanner has worked on this system until two days ago. Thank you for the help in advance,
