Here is a quote from there on the Su0350 Error message:

SU0350 error message
Setup was unable to display the Non disclosure Agreement. Setup will now
close. (error code = 5001)

The cause of this problem is the wrong license.txt file in the folder
windows\help.
The right license.txt is in the windows folder. At startup Win 98 compares
this two files.
If this two files are not equal the error message appears.

The following settings are necessary to get Win 98 working:

1) press F8 to get the Windows start menu
2) boot in DOS mode
3) copy the license.txt from the windows folder to the windows\help folder
4) reboot the machine
