Lubrication of the spindle can "dry out" over time, preventing the
platter(s) from rotating.  I think that's why an old drive I recently
attempted to re-use wouldn't work.  (BIOS recognized the drive geometry from
the electronics, but something on the mechanical side wouldn't respond.)
