If the EULA is not clear, which it isn't, then any ambiguities in it would be interpreted against the author, in this case Microsoft.  Considering the zillions of Windows systems out there, it is highly unlikely that MS can track all the possible mistakes people can make in trying to obey the EULA.  I have had MS approve moving an OEM XP Pro installation from one computer to another without incident.  Probably the only people who understand the EULA are the corporate lawyers who wrote it.
