  Some rechargable battery technologies have a "memory" issue, where
discharging them incompletely and then recharging them cuts into the amount
of charge/life they'll deliver in future.  Most of the latest batteries do
not, either because they use a different storage technology, or because they
include full discharge before recharge in their (or the laptop's) circuitry.

  So this advice may be more valuable with some laptops/batteries than
others.  It CAN'T hurt, but if you find it inconvenient, I'd try to find out
what Toshiba recommends for your particular model.
