Thanks to Richard Glazier and John Sproule for additional info on the subject
and sorry for the belated reply.

to answer Richard Glazier's quiries:-

(1)the noise IS from the cpu fan because i can hear the gradual increase in the whining noise(when the side panel is closed) as the computer "on" time increases and the gradual stopping of the whine when i shut down.i carefully watched the ps fan and did not notice any difference in the decibel level at all
(2) the ps is new and the cpu fan also is new and of intel.
(3) i do not use the system for gaming and only data and some 3d modelling
(amateurish) work
(4) have on board video and only one hdd at present
(5) the mobo manual says "make sure the atx 12v power supply can provide 8amp
on +12v lead and at least 1 amp on the +5v stand b
y lead. the min recommended wattage is 230w or 300 w " and mine is 350w so i think i am ok on this. i have to check the +12v and stand by +5 v leads amperage after getting an ammeter.

(6) i am also concerned at the unusual increase in cpu fan rpm rates in case "closed" versus "open" situations and will have to monitor further

for John Sproule --the cpu fan does seem to have some sort of temp sensing feature though the mobo manual does not say anything on this. the power supply fan doesn't seem to have any such feature since the sound level is same in both
"closed " and "open" positions of the side panel.

i will keep the cpu warning temp.feature in bios at 60*c and see how it goes.

lastly so far no operational problems even after 7/8 hrs of the system running.
