I'm not sure if it does or not. As stated in the article you can look of the
following information on the disk to see if it's there.
Date         Time   Version      Size     File name
   ---------------------------------------------------
   28-Nov-2001  11:05  4.10.0.2000  157,909  Ndis.vxd

If not, you can go to this site
http://www.annoyances.org/exec/forum/win98/1088221596
and download the necessary file or as I stated in a previous post, contact
Microsoft. You can generate an incidence report to them for on-line help via
Email. They will more than likely direct you to one of their secret vaults
so you can get the file.

No, I don't think you will be able to download anything from the internet
while in the "Safe Mode". Most of the drives such as video, sound and such
are disabled. In safe mode you are running with the bare minimum of drivers.
The "Safe Mode" is for troubleshooting and diagnostics. Sorry
