Do you have 1 128 MB DIMM or 2 64 MB DIMMs? The BH6's have been known to
have a "noisy" memory bus and work best for overclocking with 1 DIMM in the
3rd memory slot--the one furthest from the CPU. If you have 2 DIMMs, try
booting with just one. If you've got a big fan, try cranking the voltage to
2.4, and see if that helps. I wouldn't recommend running at that voltage
permanently, though I've heard of people doing so without issue. If it
works at a higher voltage, then you know the issue is the chip.

Also, are you using heat sink compound between the cooler and the chip? If
not, I'd recommend it. That little extra cooling may be the difference.

Card.
Using Softmenu, I have not been able to overclock this setup at all. Not
even 400Mhz. It should clock upto 550 easily with the big cooling fan.
Can someone suggest possible softmenu options, or alternatives? Can it
be the memory - someone selling me 66mhz claiming it to be 100? Video
card? No other peripherals are attached at the moment.
