 I am the original poster of the question.  I thought I'd share the answer
with the group.  My friend ended up taking the board to a technician, well,
about seven.  Most wanted him to just buy a new board but one had the real
solution is was a fuse.  When I asked him about it he told me it was the pico
fuse or something of that nature.
