If I assume you already have an OS installed and you want to repartition the
drive w/o reinstalling the OS and all your programs and your backed up data
then no you need third party software.
If you use third party software to accomplish this let me caution you to
have a good backup of your important data as something could go wrong.
If this is going to be a new install of the OS then sure no problem.
For all flavors of Win9x including ME use Fdisk after booting using a DOS
boot disk.
For NT to XP you have the option for partitioning and formatting when the
install starts.
