I would take a look at http://www.goamerica.net/ .  They offer wireless
Internet access (not via a celluar modem, but via wireless data networks)
for $59.95 per month, or a light usage plan with 25KB for $9.95 a month.
It also includes roaming to anywhere they cover.  I can't say how good the
service is myself, which is supposed to be at 19.2kbps, because they don't
offer service for the PalmPilot last I checked in Los Angeles, but they do
have some service that works with notebooks in most metropolitan networks.
(By the way, 19.2 is about what you would get via a celluar modem, and I
would think less reliable.)
