  I've found three cases where an IRQ may be used by the video card:

1.  Hardware-assisted MPEG playback.
  Not that important to most people.

2.  DirectX video.
  This could be important to gamers.

3.  Bus-mastering.
  It's entirely possible that all AGP cards *must* do this -- I'm not
certain.

  This suggests that the answer to your question is likely to be
"Yes".
