Here's how I've handled this situation in the past:
1. Boot from floppy
2. Format hd to be bootable
3. Copy contents of cd-rom to hd.  (just the win98 dir is needed for windows
98 to be setup. )
I usually put the files in c:\windows\options\cabs.
4. Remove floppy and re-boot.
5. Go to the directory where you copied the files to and run setup.

One advantage of doing this is that anytime a program asks for the windows
cd, it will go to your hd where all of the files are.
The dis-advantage is that it takes up space on your hd.
