Hercules 3D Prophet 4500 is around $80 with or without TV out.  Great card
even for occasional gaming.  Plenty of reviews exist on the card; just do a
search.  www.hercules.com  Or you can go with another manufacturer and look
for a Kyro II and possibly find it cheaper.  www.pricewatch.com.
