Hi Elizabeth...

You mention the phone line.   Does this only occur when the modem
is connected or when the phone line is plugged into the computer?

My first thought is the phone line needs to be shielded.   You can do this in
a variety of ways...  wrap aluminum foil around the phone line is one...

It also maybe that the modem is "cheap" or defective...   try installing
a different modem and see if the signal is actually captured by the
modem...   I had a client once receiving the signal from a FM radio
station that was only 1/4 mile away.   We tried everything and finally
we swapped out the modem...  this totally solved the problem.
