I think part of the problem may also be in the BIOS.  The computer bios
often has a setting for whether or not the power button immediately shuts
down the system, or waits a specified amount of time (5 seconds on one of
my machines, 4 on another.)  This setting may have been accidently changed
at some point.
You will have to search in your bios - probably in advanced settings - to
find this option.
