There are several ways:

Low Tech level:
Low Price and aprox 200 Kb/sec transfer speed:
Using the parallel ports, a Parallel link. You will need a special cable
and a soft. LapLink is a good soft. There are a lot of them.

Mid Price and aprox 1.5 MB/sec transfer speed:
Using USB ports, a USB Link. Cable + Soft too.

Mid Tech Level:
Mid Price and aprox 4 MB/sec transfer speed:
Two 10 MB/sec Network adapters...you will need two network cards, and a
crossover cable. And open the PC's. You may void a warranty. Check with the
dealer

Mid-high Price and aprox 40 MB/sec transfer speed:
Two 100 MB/sec Network adapters...you will need two network cards, and a
crossover cable. And open the PC's. You may void a warranty. Check with the
dealer

High Tech Level:
Open both PC's , and connect the two discs into different controllers (IDE
Disks, rite?) (preferable to get high performace, but can be connected into
the same controller).
Then you must configure the CMOS Setup. And then, just boot and drag'n drop
folders/files/etc.

HTH.
