I have the same exact monitor - 17" KDS.  It's now 2 years old.  I have
never had any electrical smell from it whatsoever.  I would take it back.  I
think I know the smell you mean.  We had it before some monitors at work
started going one by one, years ago.  When they really 'went', it was with a
pop and lots of smoke that smelled like what you're talking about.

 It reminds me of "fried" electrical wires.
I have 14 days to return this product for a full refund.  Can this smell be
considered normal for a new monitor or am I correct in being concerned?
