This is an easy one, in safemode Check the Registry Key
HKEY_LOCAL_MACHINE\SYSTEM\CURRENTCONTROLSET\SERVICES\VXD\IOS for the
presence of a "NOIDE  1" if so just delete the information or change it to 0
instead of 1
