It seems that you are using a 16 bit FAT table.  When you initially
FDISK the drive you get the full capacity but you can only format it up
to 2GB.  If you ran FDISK after formatting, you will see that the HDD
has been split up in two partitions.  This is a problem with OS's up to
the first WIN 95 build.  These have a maximum partition of 2GB.  WIN 95
OSR/2 and WIN98 provide a FAT 32 option for FDISK.

What you have to do is start from scatch with an opearting system that
allows FAT 32 and then you can format the drive to its full capacity.
If you do not have a bootable diskette with a FAT 32 FDISK, install the
OSR/2 on the partitioned drive, crate a bootable disk with the necassary
files and then start the process again on the HDD.  This time when you
run fdisk you should get an option to choose a 32bit  FAT.  Choose this
and then you can have an unpartitioned HDD.
