The links ARE "broken", and had refered to a section
of that same page. I was able to find this there though.

90C0031.EXE Size: 350 K
http://www.paradisemmp.com/driver/oem/90c0031.exe
Generic Windows 3.1 drivers for non-Paradise products
using the Paradise WD90C00 chipset.

Also:
90C00DOS.EXE Size: 832 K
http://www.paradisemmp.com/driver/oem/90c00dos.exe
Generic DOS driver for non-Paradise products using
the Paradise WD90C00 chipset.

Sounds pretty "close" to me? (grin)

Also, (not as good perhaps,) have you tried
the "Windows 3.1 256 Color Display Driver
Copyright 1993 Microsoft Corporation"?
"Displays supported by these selections
include the following:
  Western Digital VGA"
This is on (at least some of) the Turbo Tax
CD-ROMS in the drivers\video\microsft\Svga directory
for "at least" the last two years.
"You can install this driver by using Windows
Setup to select one of the following display types:
        Super VGA 640x480 256 colors
Super VGA 800x600 256 Large ; Large fonts
Super VGA 800x600 256 Small ; Small fonts
Super VGA 1024x768 256 Large ; Large fonts
Super VGA 1024x768 256 Small ; Small fonts"
You need a minimum of 1M video memory for some of above.
Hope this helps...
(grin).
