With the information you've provided it would be hard to make a certain prediction, but I would suggest you check what the manufacturer says are the minimum system requirements for the LCD monitor to see if the "old PC" has them.  If the PC can run Win 98, and the video card isn't too old, it will probably work.  Why not connect your LCD to it as a test before your friend springs for a new one?
