Dean,

Generally, you wouldn't need a static IP address unless you are running 
some sort of server.  Now, a server can be something as simple as a 
web-cam that you want to access from outside your house...and a static 
IP address would make that easier.  Personally, I wouldn't spend the 
extra money.  A good way to think about it is this:  If you needed a 
static IP address, then you'd know that you needed it :)
