I just looked at the Cyberguys advertisement and one line of the description
bears a closer look. The description reads as:
Connector 1: HD15 male Connector 2: Mini DIN4 female and 1- RCA female Common Uses:
Connect video card to S-video and TV Length: 1 foot Notes: UL 2919 coaxial low
voltage computer cable ****ntc out required*****

The last phrase may be the "deal breaker". If ntc=ntsc, then Anne's post above is
correct.
It appears that IF your video output to the 15-pin connector is ntsc standard, then
this
device will allow you to hook up seamlessly via either RCA or S-Video connection to a
television. If, on the other had the video output is the 'usual' VGA, SVGA, or XVGA,
then this device probably will not work for the application originally in question.
Also, in the
UK, is the video standard NTSC or PAL?
