Since you've stated you've reloaded the OS, the only thing I can think of is
that the boot sequence is set to boot from the CD drive as the first device
from which to boot, when it needs to be the hard drive where your OS
resides. Go here, this gives a decent graphical example of how to set your
boot order.

Subject: [PCBUILD] Dell laptop won't boot

I have a Dell Latitude D620 that won't boot from the hard drive. 2.16 GHz
Intel Core 2 CPU, 2 GB RAM, Running Windows XP Pro SP3. I have reloaded the
OS several times, flashed the BIOS, swapped the hard drive.  Windows
installs ok with no errors, But when I take the CD out, it won't boot from
the hard drive. Says no bootable device found. When I put in any bootable
CD/DVD, it will boot from the hard drive and run ok. 
I did try FIXMBR with no success. Any ideas?
