First thing I do is remove all drives and cards but video,
reset the CMOS, usually a jumper.
Some mobos also require you to unplug the power plug
from the power supply to the mobo when resetting Cmos, never hurts.
Intel mobos and a few others have a way to recover a corrupt bios
via a bootable floppy with the bios flash on it.
Check with the boards manufacturer for more info.
Try a different video card, or if you have onboard video
try a PCI video card if possible.
You can also try different ram, and cpu if available.
Also try reseating the ram and the video card, and make sure
the cpu is seated properly.
If none of these work you may have a dead board.
