Disconnect your computer from your telephone line.  Then, plug the
telephone into a different jack  You also should totally remove the line
that goes from the wall to the computer.  If this solves the problem,
then very likely you have corrosion on the contacts either on the modem
itself, or on the phone line that connects into the modem.  If it's on
the phone line, you can probably see it, and if you plug the phone line
back into the wall, the static will come back.  If it's on the modem, it
could be more difficult to see.  But, modems are cheap now-a-days, so
you could replace the modem with very little cost or effort.
