This is a known bug in WIndows98/98SE. Microsoft made a bug fix available
to solve this issue. You can find it on our website at:
http://freepctech.com/pc/002/files007.shtml
It is listed as "Win98SE Shutdown bug patch." It is only 502k. Download it and
run it from inside Windows98.
