I too had a problem installing 8.1 and I called Microsoft and they talked me
around the problem.

Have you tried Microsoft support, it is free when you have problems with
upgrades. AFAIK.

I obviously don't know much about Windows 8+ upgrades yet, but maybe there's
some way you could download the iso from another source and get your upgrade
key from Microsoft.
