  So when, announcing Surface, Microsoft said "this will be your next
PC", they didn't mean the RT model, which is, like Apple's iPad, limited
by design to avoid competing with other parts of the product line.

  That does explain why the "Windows 8.1 Upgrade" news doesn't apply to
RT, and why I can't run Firefox on RT (even from the Windows Store).  It
doesn't explain why I can't get to the Windows Update Settings on RT by
following the directions on the Help pages RT pulls up....
  I guess the Surface RT wasn't such a bargain after all.
