5 bucks says the board is bad, just from your description of those caps.
That "brown dust" is likely the paste from inside the capacitor that makes
it function. That paste sqirted out is a classic symptom of a damaged
capacitor. Chuck and replace that board pronto. :)

Hal thanks you may be right. The power supply is good but there are three
capacitors that have what appears to be a light brown dust accumulation at
the bottom and one on top. It may be a leak.??? I am replacing the processor
because they are cheep and it didn't work and another computer. If that
fails guess its a new board.
