Raymond, I don't know where to find a list of dos commands right off the
top of my head, but some basic ones you might need are:

type this -- do this
cd <dirname> change directory
del <filename> delete a file
rd <dirname> delete an EMPTY directory
deltree <dirname> delete a directory & everything in it- very slow
under dos
md <dirname> make a directory
format <drive>: format a drive, i.e. format c:

so, after booting from a boot disk, and all the messages have gone by
telling you which drive letter your cd-rom has, (watch for it!)
you are left at an A:\> prompt. From here type

format c:
answer yes
after that's done, type
<drive_letter_of_cd_rom>:
setup
and win95 setup should take off from there onto a clean disk.
