  Nothing to do with PCI -- the VGA spec dates from 1987, and
includes only 256K of video memory supporting 640x480x16 colours.
You need a compatible driver (and an "SVGA" card) to go any higher
than that.
  Many modern cards have onboard BIOSes that are "VBE" compatible;
it's my impression that these should work with any VBE-compatible
driver, although perhaps not quite as fast as with a more specific
driver.

  When I search AltaVista for "+promotion 3210 vga", the very first
hit is on

which offers various drivers to use this chipset with different OSes.
Win95 is at the top of the page.

  It kind of sounds like maybe the wrong disk got into the box with
your card.  It happens sometimes.
