  Many of the Cisco routers offer ways to do this ("traffic shaping"), but
typically they're found in networks of *hundreds* of PCs (or more), rather
than "several", and configuring this feature is an advanced topic.  There
are some third-party appliances which make it easier to configure, but few
of them below $10K.
