Well, if my memory serves me right, COM1 & COM3
share IRQ4, COM2 & COM4 share IRQ 3.

Unless you need COM2, I would disable it in your BIOS, then remove it from the Device Manager.
That should free up IRQ 3.

As for COM4, set the modem to COM4, IRQ 3.

Leave COM1 as is.
