Windows98 bypassing startup files

I have a older Compaq Presario and when I turn it on it comes up with C:\>. I can access the Windows98 startup menu but it keeps showing "Windows is bypassing your startup files". I can also access the Bios but changing things in the Bios does not seem to help. I do not have the software for the operating system for this pc
