  This is widely claimed; I'm not certain where the break-even point is.

  This reflects the common confusion of the NetBEUI protocol -- which
is non-routable, and so cannot interact outside the local LAN,
generally making it about 100% safe -- and the NetBIOS services.  The
latter are routinely provided over top of TCP/IP, and while they
provide access to shared files and printers (probably not what you
want to offer to the Internet at large...), they've also tended to
crash the OS ("nuke") when confronted with various kinds of mal-
formed network traffic.
