When you power up and get a beep pattern, depending on the mobo, you have a bad video card, bad RAM, bad CPU, etc.  You would need to find out what the beep pattern is for this mobo.  Personally, I'd recommend that your friend not spend more than an hour and $1.50 trying to resuscitate an old P-B.
