The reason for the delay while dialed into an isp is probably something to
be expected.  Your machine is trying to browse for machines on all
networks (including dialup). I have experienced this a number of times.

The answer to the first question my not be so easy.  I know that my NT box
takes a while longer to browse for other machines the first time after a
restart, but after that, most of the network info. is cached so that
access to remote machines is a little bit quicker.
