If it has a tiny reset switch on the front of the case, try pressing it
to reset the machine and then holding it in for a few seconds after the
POST starts.  Have you tried <CTRL><ALT><INS> ?  If all else fails, have
you tried contacting Dell?  All of this assumes you don't have the
user's manual.  HTH
